If you've been sitting down for a while your blood flow is just bad. Same if were just walking around or doing whatever you do. Poor circulation should be checked out by a doctor because it could lead to other things. It is cold outside to so maybe starting stages of frostbite but i doubt it.

They can be. I mean, if you were recently cold or something along the lines of that, then it probably isn't. If accompanied not in mainly cold weather that you were recently in and tingly hands and feet, see a doctor.
The best description of the feeling is like....When you "Jam" a finger....like getting basketball off the tip of a finger wrong....suddenly feels swollen but my not be..., hot, tingly, hypersensitive and numb at the same time. Now, my whole hands feel this way...not just a finger. And at times the intensity of this jammed finger feeling is 2 or 3 times that of just a jammed finger. Best "picture" I can paint here.
