The wearing of bindi holds different meanings for different women. For some it may have only cosmetic use. However the main reasons are spiritual or religious. Its location at the sixth chakra suggests its value in maintain the life energy called kundalini. It can be an expression of intellect.

A vermillion bindi is the mark of a married woman. By wearing bindi, the women shows respect towards her husband and towards her married life.

Indian women generally do not tatto their faces. They adorn their faces with a bindi. Bindi is a red spot or dot like sticky fabirc that is applied to the centre of the fore head or between the eyes. The reason for this to show that she is married. Hindu girls may use the bindi for other reasons such evil spirits and show widowhood.

Indian or Asian women that tattoo their faces are not so common. They are mainly in the rural areas and are from tribal communities.

Gujarati Meher community use tattoo on their forehead or chins for traidtional customs to show their tribal links. Marati ladies tattoo their faces and esp areas near the eyes with three dots or the chin areas. Many kashmiri Muslims use this design to keep evil spirits away. Hindu tribal women may have scriptures tattoed on their faces - or even the chakra .

There are so many reasons why an Indian may tatttoo her face.

I don't believe modern Indians do that. -In the old days, many warriors (not just Indians) did it to look fearsome in battle.
