If they weren't inset, the map would have to include the majority of North America (excluding Mexico). At this point everything would be so small that it would be hard to list anything besides the names of the states. Unless you have a really large piece of paper, a map like this wouldn't be of much use.

The other 48 U.S. states are contiguous. Each of the 48 states touch one or more U.S. states. Alaska and Hawaii do not touch any other U.S. state. Therefore, Alaska and Hawaii are shown by themselves on a map.
