When a man proposes, he kneels because it means that he is being submissive or surrendering his feelings to a woman. It also shows respect & chivalry & loyalty like a knight kneeling in front of his "Princess or Queen". It could also be a form of status. A man lowers his status to a woman, so that the woman can see that he is serious in hopes that she will also be serious in her answer. It's also considered a Chivalrous - olde world - romantic way to pop the question.

The custom of getting down on one knee goes back to the days of knighthood and chivalry when it was customary for a knight bow in a show of servitude to his mistress and his master. In the Romantic era in Europe, people hearkened back to the days of chivalry and it became a popular custom for a proposing man (or woman.)
