They do so in order to cover their heads and hair. This is a religious obligation to cover one's hair, skin except of face, hands and feet and to wear loose modest clothing. The scarf and modest clothing is a signature style of a modest Muslim lady who is not interested in inviting the members of the opposite sex.

it is one rule of Islam said in Koran and according to Islam obeying the will of God described in Koran is necessary and disobeying it can lead going to Hell.

Islam limited sexual relations and sexual attractions of woman only to family and her husband and prohibits from sexual attractions of women in public.

according to Islam beauties of a woman should be only for her husband and not public.

God (Allah in Arabic) has prescribed this in the Qur'an :

1 - Allaah says (interpretation of the meaning):

"And tell the believing women to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts) and not to show off their adornment except only that which is apparent, and to draw their veils all over Juyoobihinna (i.e. their bodies, necks and bosoms) and not to reveal their adornment except to their husbands, or their fathers, or their husband's fathers, or their sons, or their husband's sons, or their brothers or their brother's sons, or their sister's sons, or their (Muslim) women (i.e. their sisters in Islam), or the (female) slaves whom their right hands possess, or old male servants who lack vigour, or small children who have no sense of feminine sex. And let them not stamp their feet so as to reveal what they hide of their adornment. And all of you beg Allaah to forgive you all, O believers, that you may be successful"

[al-Noor 24:31]

The Muslim woman is not just supposed to cover her hair with a headscarf, "hijab" is a complete dress code, and code of conduct. Men also have a code of dress and conduct to follow.

The wearing of "headscarves" and modest dress, is not something new. This is in all 3 revealved religions (Judaism, Christianity, Islam). And also, you can take notice in other religions as well, Sikhism, Hinduism etc.

Heas scarves are more cultural than religious. Although for women it is recommended that they should cover their head with cloth, so their beauty can only be seen by their closed ones, like a jewel. In my opinion, even there are christians in India, Arab countries and Pakistan who wear head scarves, so it is not religious, it is cultural thing. I can be wrong but this is my opinion and I believe in it.

The people wearing headscarf are exercising their basic rights that is solely on their own discretion and I believe no one shall dictate whether should or shouldn't any person wear headscarf or what color trousers or shirt or skirt to be worn otherwise it would lead to demonic nazi state dictating the rights to any individual.
