It's because of wearing wrong shoes, which can't absorb the moisture (sweat) ocurring around your feet. For that use special insoles (for example zederna insoles or maybe Dr.Scholls).

For more information, take a look at the following site: http://zederna.com/content/Where-does-foot-odor-athlete-8217s-foot-come-from.html

A possible cause could be that, your feet are not getting enough oxygen, like your shoes could be to tight or something. Hope that helps a little bit.

Thermoregulation. I'll assume you are wearing protective clothing to keep warm during these cold months. Once your body reaches a certain temperature whether it be outside or inside thermoregulation kicks in to get your body temp back to a safe and comfortable degree. A good way to lose heat is evaporation of sweat off your skin. Heat is better absorbed and released from certain areas of your body like your head, hands, and feet.

It's called hyperhydrosis, I have it as well. There is a surgery you can get to make it stop, or there is a liquid solution that you can get from the doctor. Soaking yours hands and feet in Epsom salt helps little bit, but does not cure it! Hope this helped!!

Does a person sweat at the same rate during hot and cold season?

You would sweat at the same rate, no matter how absurd it may sound. During the hot seasons, you don't sweat more, you just sweat constantly or near a constant rate, making it appear that you have sweated more. During the cold season you would bundle up, so you would sweat on your neck, hands, feet, and other places, so it would not seem like you had sweat that much, or that you had sweat at all. Furring the hot season, you wear less clothing, so the sweat is released all at once, over most of your body, making it look like you sweat more.
