You can only give the child up for adoption if both parents agree. If he doesn't want that he can get custody and you will pay child support.

Once a parent has signed over their parental rights can they try to stop it if it is still waiting to go to court even though their deadline has already expired to rescind it?

Who would ever want to raise a child who could have been raised by his/her parents? The object is not for you to have a child, the object is to do the best thing for the baby. If the parents are capable and want to raise the child, you need to give the baby back! Not fight them. It hasn't gone to court, give them their baby back!

If your child going on vacation with her grandparents to Israel do you need to give grandparents a power of athorney?

It depends because if something happens to your child while they are gone then if you give your parents/parents in law power of attorney then they will be able to make medical decisions for your child. So the answer is yes if you want the grandparents to have medical control and no if you don't.
