These expressions are "polite" terms meaning that the girl in question has loose morals. It is a judgement (usually wrong) about how the girl is perceived in social behavior. In America, these expressions have come to mean that the young woman is either sexually immoral or is perceived to be sexually available. This is not to suggest the the girl is a prostitute, but is perceived to be of less than sterling character. While it is not necessarily an evil thing, it does mean that the young lady might wish to dress less provocatively and carry herself in a more modest fashion.
