I'm not really sure about the question.
If you mean why they cut their wrists while committing suicide by drowning, then it's probably because the blood supplies the cells with oxygen. When the cells don't get any oxygen you will die. Because your blood sill contains oxygen when you don't get any air, for a short while, you will die faster due to the lack of oxygen getting to your cells when you cut your wrists.
Another reason might be that they don't want to be able to regret themselves. If they're unable to take their own life by drowning they still have their wrists bleeding.
If you mean that they cut their wrists under water but not trying to drown themselves, then it's probably because they don't want the blood to end up all over the place.

However I suggest the person does not commit suicide, as it is a horrible thing to do, and causes everyone alot of grief, and some people actually never get over a loved one committing suicide for their whole life, so suicide is a bad, very bad idea.
