People have been living in Japan for many thousands of years, and they naturally think of it as their home, just as people in any other country think of that country as their home. Beyond that, there is a great investment in Japan. Lots of valuable buildings, etc. Despite the threat of earthquakes, Japan is very valuable. It would be tremendously expensive if the Japanese were to move elsewhere out of fear of earthquakes.

And besides, their Mount Fuji is SO beautiful, that a film-making company named themselves after it... FujiFilm!
