Plants use light energy (present in the photons of blue and red light) to break apart carbon dioxide and combine it with nutrients in order to produce glucose. Any lighting will do as long as it is a strong emitter of blue and red light; the sun is one, and fluorescent bulbs are another.

Plant organs such as root and stem tips, and light-sensitive receptors, sense the different wavelengths of blue light and of red. Below ground, gravity and negative sensitivity to blue draw plant roots downward. Above ground, light sensitivity draws plant shoots upward. Stem tips are always sensitive to blue light. Depending upon the plant, they aren't always also sensitive to red. Plant shoots grow toward light, be it artificial or solar, as long as the wavelength of the source matches the wavelength needs of the plant.

Plants (at least leafy plants, such as houseplants) seem to like fluorescent light just fine. The trouble is, you're NOT going to make get fluorescent lighting as bright as direct sunlight. Not a problem for many houseplants, but cultivating a typical arable outdoor plant, say a potato plant, under fluorescent lights won't work unless you use a LOT of lights / reflectors / mirrors / other clever tricks. Too little light will make plants spindly. A lack of blue light will do that too. So, if you are unsure if you are using enough light, make sure you at least use daylight tubes. Ask you supplier for "triphospor lights with high color temperature". These give a lot of light with enough blue rays.

The sun emits all sorts of colored waves that are good for both flowers and foliage. If you are looking to grow a plant with a lot of foliage you need a light that emits a blue wave, which would be the fluorescent club. An incandescent emits a red wave good for flowers but be careful not to put them too close or they will get burned. Sort answer you fluorescent gives the specific wave needed for exponential growth. Would black light effect the growth rate of plants?
yes becase it is not that strong to to help it grow Black light is, essentially, another form of UVA light, similar to fluorescent light which isn't so different from natural "white" sunlight. Theoretically it shouldn't affect it too much, but I also know that chlorophyll (the material that makes plants appear green) is at least partially fluorescent, and supposedly it glows red under black light with the right conditions. I've never personally seen a plant grown only with black light, but if anything it would change the color, not the actual ability to grow.
