Because it's necessary for all life on earth, it has certain unusual properties like being a nearly universal solvent, which makes it very useful for a number of biological functions. But really life could hypothetically exist that is truly alien to ours, and does not require water.
Generally.....yes. There are however competing theories on what allowed life to form. But scientists generally accept that water was the key ingredient that allowed the formation of life in the first place.
This is because life as we know it cannot exist without water.

The reason why Mars has no water because its atmosphere is too thin, so the sun vapoured all the water on Mars and it does not have any plants to make it rain there.
