I'm only answering this based on experience. It's caused by water or food drying on their face. Because this breed has such a short and flat face topped by long facial hairs, when food and water dries up it leaves a "dirty-mop" smell. I trimmed my dogs facial hair and used a hanging water bottle (similar to that used for hamsters. Hope this helps.
It either means they are born that way, need to clean their face, or their face is dirty. If the fur next to their eyes are red and your shih tzu keeps on pawing his or her face, it means their eyes are getting infected... You should cut the red fur carefuly or take your shih tzu to their professional groomer and have them cut it. After a while, your shih tzu will be fine! :)
