Trembling can be due to a variety of things - reaction to cold, excitement, anxiety, stress, etc. If your small dog is shaking, and the air temperature is about 50 degrees F, I would lean towards a behavioral response rather than a physiologic response.

Ideally, your small dog shouldn't shake or tremble except on rare unforeseen occasions. However, many small dogs aren't properly socialized - they are "small and cute", so a fair number of inexperienced owners don't worry about obedience training and socializing them. This can lead to anxiety and behavioral problems as the dogs encounter situations they don't know how to react to, or have been given conflicting training commands to. A professional dog trainer can help fix this, by teaching both the owner and the dog how to work as a team.

What causes a dog to shake can be for various reasons. One common reason would be that a dog might be scared of something or someone. In addition, if the temperature is cold, a dog would shake since it is cold.

A big dog will shake because he feels that he wanted to. Or he could shake to get water off of him. He could shake because he was stretching.
