The blue complexion or blue body is not considered symbolic or artistic.
It is considered by many hindus to be the actual appearance of some of the Gods, such as Krishna or Vishnu. There is not some complex reason for it, it simply is the appearance of that particular diety.
If that is not a satisfying explanation, consider a more esoteric one; It is said that the color blue is experienced in the upper portion of the head (the sahasrar region) of the yogi at certain advanced stages of deep meditation.
It is said that the yogi experiences God in that place. The yogi's chosen form of God, the "ishta deva" form of God (Sanskrit iÅŸÅ£adevatÄ ) then takes personified form for him and may eventually grant that fortunate yogi "God realization" or enlightenment".

Lord Shiva is shown blue too, but actually he is called 'Neel Kantha' meaning 'Blue Neck', cuz he drank an extremely dangerous poison, which could kill all living beings, to save everyone. Drinking the poison turned his neck blue. But that is mistakenly depicted by showing him all blue. In fact Shiva used to be covered in ashes, so it should be ash color.

There are 3 gods with blue skin in the Hindu religion, one is Shiv, Vishnu and Krishna.
Mainly Krishna is the same as Vishnu, and fell in with a lady called Radha. Hindus can depict the story so you don't forget about the god with the blue skin.
Vishnu and some of his incarnations have blue colored skin. Vishnu represents the semi voluntary force, which makes our life as flexible as water. Thus, Vishnu is associated with water and has the color of water. Since water is colorless he is painted blue, which is usually the color used for painting water.
Shiva too often has the same color as Vishnu. Shiva represents the impure involuntary force (with traces of voluntary force which his consort Parvati represents).Thus, Shiva makes our life rigid and thus Shiva is associated with mountain. His consort Parvati represents a harder form of water, viz. snow. Thus, Shiva has the color of snow colored mountain i.e. bluish grey.
