You have to be in BOTH mental and physical shape to handle it, and some people aren't equipped to do that. I will add that even people who are fully qualified to serve in the military may prefer to do something else with their lives; military service is both difficult and dangerous.
Pay in not well, and you have to do what they tell you to do, when they tell you to do it, and you don't have the option to say "no." They own you, for as long as you have signed up, and can make you clean a bathroom with a toothbrush. You also don't get to choose to live somewhere off-base unless you are married.
Why do people want to be in the military? Its what they want to do and love to do it. Not every one wants to sit in a cubicle every day some want to save people and they are willing to take the risk.

Medical insurance, and lower rates on other insurance. Also, people want to travel, and the military is perfect for that. Some want to be known, and where better to make your mark?
