few factors are to be taken into consideration here

1. some float because there might be air present in the tea bag between the tea dust . Try pressing the tea bag hard and drop it into the milk or water or any solvent, it must sink.

2. Now the second factor is the weight of the tea bag. If tea bags are light they are hard to sink (reason is buoyancy and surface tension).
