Answer 1 - The car has daytime running lights and if they are going on and off it is more than likely that the module that turns them on is worn out(failing). You can replace it, or just pull out the fuse( located under the hood, check owners manual). Easier and cheap.
Answer 2 - Hi there...I have a 93 crown vic and it has an option for the car to automatically do that via some sensors......u can turn it off or on right where the knob is to turn the headlights on/off......there is a ring around the light lever on the dash if u turn it all the way to the left I believe it disables that feature...turning it ti the right turns it on...the farther right the longer they will stay on after the car is shut off...I never thought anything of it other than a trim piece for decoration till I read about it...I have tried it out but have mine disabled...hope this helps..Dave
Answer 3 - LCM (lighting Control Module) could be the culprit or the switch itself if not equipped with autolamps. The LCM is a common failure point in 98+ vics.

Headlights have a thermal circuit breaker. A short to the headlight (positive to ground) will cause the breaker to trip. The breaker cools and the lights come back on till the breaker heats up. Find the short and fix it.
Had the same problem. Exchange the LCM (Lighting Control Module), which is located under the steering column, togehter with the Mulitifunction Switch (turning lights, wiper control lever). the headlight control module is going bad, it is located under the dash up where the right knee is, it is a box avout 6 inches long and 4 inches wide.

Headlights should not be left on while the vehicle is not in use. If you are not driving, you will just drain your battery while having your headlights on.
1st, 2nd, drive, overdrive, and lock up ( that's in the torque converter )

Your car is really happy?or your cars antenna may be to blame, one of the door gaskets is broken, missing or misaligned.
If it's raining enough for wipers on you have to have headlights on. Intermittent wiper its not required.
