Why do they say that doctors practice medicine?

Answer:
I would argue they say this because Doctors only "practice" and not "perfect" the art of medicine. The art of medicine is a neverending science into unknown depths and challenges. No operation is 100% and medicine is based on some theory therefore it can only be practiced and practiced until very good, but not perfected. The unknown variables that exist are unable to be finite.
