Because instead of walking with their legs directly underneath them, they walk with their legs out to the side. Turtles are not land creatures, they are much more adapted to life in the water then on the land. The positions of their legs and shape of their bodies is great for swimming, but makes it difficult for them to move very fast on land.

They simply have no need to walk any faster (their shell keeps them safe from predators) and so have not evolved to walk fast.
