Electrical circuits are just one aspect of electrical engineering, and a huge aspect at that. The core groupings within electrical engineering are electricity, electronics, electromagnetics, and photonics (of course there is a lot of overlap between these, as well as more sub-groupings). Electrical circuits mostly fall under the electronics category. To put it in perspective, studying EE without studying electronic circuits would be like studying chemistry without studying chemical reactions.
Study or understand? if you do not understand it is best to study it. I am always studying new electrical circuit technology just to keep up with our changing world.

Study Engineering mechanical
Most engineers have a four-year bachelor's degree in their field of study. Degrees in electrical, mechanical and civil engineering are the most common. According to Michigan State University, electrical engineering focuses on the design and development of electrical products and equipment. Students learn how to create and alter electrical circuits, electrical motors, generators and transformers.
Electrical engineering is low voltage, logic circuits, communications etc. Power engineering is electrical transmission and the like.You want EE.

As a general rule, electronics engineering deals with circuits and components operating below around 10 watts and, often, within the milliwatt and microwatt range, whereas electrical engineering deals with circuits and components operating beyond around 10 watts (in the case of utility engineering, within the range of kilowatts to gigawatts).
Without studying electrical engineering material you will be hard pressed to answer any questions pertaining to the subject.
electronic engg deals with the ic's ,active and passive elements and circuits and electrical power engg deals with the electric generation distibution and protection.
