It's because you probably have dry skin. Once you get out of the shower and your body absorbs all of the moisture, your skin gets dry and your natural movements cause the dry skin to stretch. This is what causes that itchy sensation. A quick remedy to that is investing in a good deep moisturizing lotion. Apply the lotion while your skin is still slightly damp. You'll notice a huge difference...trust me.

I am assuming that the person asking the question is female as they do various things to their legs such as shaving, etc.. that can cause cuts and such and then burn and/or itch during and after taking a shower.

Some people in some parts of the world have bed bugs which are very small bugs that live off of human blood but leave behind an itchy bump that maybe scratched prior to entering the shower and becoming more noticeable during and after a shower.

Dry skin or to the extent of having psoriasis.

Rashes or other sores that are open or exist and would be affected by the water and scrubbing on top of them not to mention the body soap and other chemicals that may get on the legs while taking a shower.
