Hoover did not believe it was the job of the national government to provide direct relief to those in need. That was the job of private charities, churches, and the state and local governments. He did believe in economic stimulus by providing aid to the banks, railroads, and corporations that drove the economy. Thus the Reconstruction Finance Corporation was enacted. It provided aid at the top in hopes it would allow business to continue to grow and provide jobs. FDR continued the RFC because it was successful at what it did. The shanty towns that resulted from the numerous unemployed were termed "Hoover-villes." The boxcar on which many unemployed rode looking for work were called Hoover Pullman cars. Hoover was also severely criticized for sending the troops to break up the shanty towns that had grown up around Washington, DC while veterans were asking Congress to vote them their W.W.I bonus that was not yet due.

Hoover was blamed becasue he let all of the ants run free in the street instead of enforcing the "clean street act" so get rid of the investation

HOOVER ---- Actually Hoover for the begining of it for overreaction with too much spending. Then FDR for extending it and prolonging it with even more spending. Even FDR himself stated portions of his NEWDEAL was a failure (specificially as it related to unemployment, since most of his work programs were not jobs, but just 'make work' and some were not even with pay. Hoover helped the depresssion along by doing the tarrifs and etc which turned it into a full depression... Till that, it was still more of a major crash. Fact is, that Hoovers predesssors created the best economic times ever, and by overspending and then overreacting, the depression was not only created but deepened. Hoover actually deserves blame but so does FDR for too much followup. FDR himself stated in 1939 that they overdid portions of the response and it was those responses that extended the depression.
