This is called "windlift" and is usually more of a problem with conventional framed wiper blades. Bottom-line, its a result of the design of the wiper where airflow actually can get under the wiper and lift it rather than a design that uses the air to actually push the wiper down and create more contact.
If you are experiencing this on your vehicle, I recommend looking into the newer-style beam wiper blades that have aerodynamic designs that counteract windlift. Checkout the related links and you'll be fully schooled in the latest wiper blade technologies.
I use both Trico NeoForm Beam Blades and Trico Tech Beam Blades and have no problems with windlift and also enjoy the many other benefits to the new technologies.

Turn the wiper on and cut the ignition power once the arm is in the 12 O'clock position (straight up and down) for easier access to the wiper. Disconnect rubber washer fluid hose from wiper. Lift arm off of the windshield, and notice where wiper connects to the arm, there's a small plastic locking lever. Squeeze to release, then remove wiper. may take some wiggling back and forth till it comes off. Once off, you can either replace the wiper refills, or replace the entire wiper blades with new ones. Note: the oem wiper blades have hoses on them which washer fluid flows through and squirts onto the windshield. So if you go with aftermarket blades, you will lose your wiper washer feature, and fluid will squirt everywhere unless you cap off the rubber hoses.

Essentially lift the wiper arm away from the glass, look for a tab or button where the wiper blade is inserted into the arm hook. Press, and pull wiper out of hook. Sometimes you have to rotate and flex the wiper blade a little bit to make enough clearance.
Lift up the windshield wiper arm and use a flat screwdriver to push out the little tab on the wiper-to-motor link... remove the windshield wipers. There's several screws, some that you have to lift the hood to get at, some in the vents. There's a clip on either side of the cowl. It'll take some bending to get over the windshield wiper links.
Lift wiper assembly off of windshield into "up" position. Rotate 90 degrees. Pull wiper blade assembly gently toward the windshield. It slips right off. Note: Put protective barrier like cardboard or a towel over windshield in case blade assembly snaps back toward windshield to avoid cracking the windshield.

Turn the wiper switch to the on position. Turn the key on and as soon as the wipers go straight up then turn them off. That will make it easier to remove the blade.
