because the goddess Athena calls a council of the gods at Olympus and convinces Zeus to let Odysseus return. The gods then send Hermes as messenger to bring the news of Zeus's will to Calypso who reluctanly agrees to let Odysseus go.
Calypso allows Odysseus to leave her island after Athene asks Zeus to tell Calyspo that if she doesnt allow Odysseus to leave her island that if she doesnt that Zeus will strike her with a thunderbolt and kill her as he is not a prisoner to her island and need to get home to be with Penelope (his wife). Zeus sends Hermes the messenger God to tell Calypso. Although Calypso is furious and doesnt want Odysseus to leave, she lets him because obviously she doesnt want to die so she helps him build a raft and gives him gifts for his journey home.
It's not Zeus that is disrupting the seas after Odysseus leaves Calypso's island; it is Poseidon. Athena went to Zeus to ask for his help to get Odysseus home and Zeus agreed that he would allow Odysseus to try and get home. Poseidon, on the other hand, hates the Greeks and especially hates Odysseus because he killed his son the cyclops, Polyphemus.

He stays so long because of her sexual seduction and he has not ship to leave on and Calypso will not help build him a ship. Until Zeus convinces her to allow him to leave that is when she supplies Odysseus with thing to make a raft but she doesn't help him build it.
Calypso -The external conflict with Calypso is when she was having an affair with the married Odysseus and she wanted him for herself. The resolution came when Athena begged Zeus to allow Calypso to free Odysseus. And it worked. Lotus Eaters -The external conflict was when the Lotus Eaters refused to go home because of their addictions to the Lotus plants. The resolution came when Odysseus tricked the Lotus Eaters to go home by placing all the Lotus plants on the ship. Cyclops -The external conflict was when Odysseus and his men wandered into the cave and then the Cyclops came and blocked the only entrance/exit with giant boulder. The resolution came when the Cyclops was about to eat Odysseus and his men and then Odysseus blinded him and then hid in the wool of the Cyclops' sheep and escaped. Alive. Circe -The external conflict was when Circe transformed Odysseus's men into pigs when he lands on her island. The resolution came with Hermes' help. Odysseus resists Circe's powers and then becomes her lover, living in luxury at her side for a year. Sirens: Scylla and Charybdis -The external conflict was Sirens lured sailors to their death. They would persuade them in and kill them. The resolution was Odysseus made earplugs for his men and had them tie them up.
Calypso is remembered most for her role in the Odyssey. In the Odyssey, the virtuous gift attributed to Odysseus was a leather sack. This sack held all of the storm winds. It would allow him to sail home safely.
Athena's aid to Odysseus takes the form of ultimately helping to persuade Zeus to make a declaration and allow Odysseus to return home, and to leave Calypso's island, where he has spent a good deal of a decade. Since he was barred by the god Poseidon, it can be inferred that Zeus was neutral and did not intervene, but was certainly not pleased by Odysseus's wounding of Polyphemus and hubris shown towards Poseidon, if Athena had to persuade Zeus to act.
She realizes that she can't make him happy. She thinks that she's pretty, she promised him immortality, and she provides him with food, shelter, and care. But he is not satisfied because he misses Penelope too much.
