but only the portion of it that runs between Pennsylvania & Kentucky
& only so far as the normal low water line along the north bank
excluding any waters backed up by dams
& indeed there is generally a narrow band of waters owned by the state of Ohio running beside the north bank all the way from Pennsylvania to Indiana
