The 3 things needed for an engine to run are fuel, spark, and compression, so if the 1st 2 are good, then it's time to look at the engine internals (assuming, of course, that the timing of the spark is correct. Confirm by checking for a sheared or twisted flywheel key, these can break after hitting an object or a sudden engine stoppage). The valve clearances are the first thing to check. If those check out ok, a good compression tester is needed. 120 psi would be good, but anything over 100 is acceptable. If all the above are ok, it's probably a carb issue. Even though it's getting fuel, there might be an internal blockage, such as the the jets or air bleeds clogging up. Clean and rebuild.
