When the choke is "turned off", the choke baffle opens and reduces the amount of fuel passing through the carburetor. The air/fuel mixture takes over and keeps the engine running. With the choke open, there apparently is not enough fuel to mix with the air. the first thing to do is drain the tank & the carb & get brand new fresh fuel. Check the fuel filter (if you have one) and replace it if dirty. If the fuel is ok, look for obstructions or kinks in the fuel line. If fuel lines are ok, check fuel tank for debris. If all check out ok, open the needle valve 1/8 turn to get a slighly richer fuel/air mixture. if you have Tecumseh engine the high speed screw should be on the bottom. if the snow blower was made in last 5-7 years it may not have carb adjustment screws & will require the carb be dismantled & cleaned. if the adjustment doesn't work it will also require being dismanted & cleaned.

There are several reasons a leaf blower could be stalling when the choke is turned off. All of the reasons have to do with the engine not getting enough fuel. If the gas in the tank is older than 15-30 days old it is probably stale. Dump it out of the tank and run the engine until it stalls and will not restart. Now add fresh fuel and see if the problem persists. If you are still having problems the carburetor could be clogged. The easiest way to fix it is to dump the gas back into the can and add 1/2 of an ounce (15ML) of Royal Purple Maxclean to 1 gallon of gas in a gas can. Before adding it to the leaf blower start the engine and run it until it stalls and will not restart. Now fill the tank with the 1 gallon of gas with the 1/2 of an ounce of Royal Purple Maxclean in it. Start the engine and run it on choke revving it a lot until it starts running rough. Then turn the choke down until it runs well. Repeat running it and turning the choke down until it runs well until it runs well with the choke off. It may take a few runs to fix it. 95% of the time the Maxclean in the gas will clean it out and make it run well without the choke on. If that does not work the carburetor will need to be rebuilt as the rubber diaphragms dry out and crack over time. There are many of videos on Youtube on rebuilding leaf blower carburetors. It sounds like it was stored with gas in it. The symptom you list is normal for a carburetor that has begun to get clogged from gas that has turned to varnish. You may be able to buy a can of "SEA FOAM" at your local auto parts store. You can add it to your gas according to the instructions and within a tank or two it should clear up the problem.

The choke control should have a cable attached to it that attaches to the choke on the carburetor at the other end. If you have no movement at the carburetor when you move the choke lever, look for the cable to be disconnected at either the choke lever or the carburetor.
