Not only does dogs sniff and smell things out of curiousity, they taste and paw at things out of curiousity. Most likely curious how other dogs taste as compared to themselves. Same reason they sniff at human crotches out of curiousity. Dogs have a simple mind and they always wonder using all 5 of their senses.

In your case it sounds like your dogs get along and they are cleaning each other and possibly covering up scent. If dogs are meeting for the first time, they will sniff and occasionally lick each other "private areas". This is how they get to know each other, it's a good sign that they will get along.
