Why does a foam cup make a beer foam up?

May be due to the fact that the cup is not as smooth as glass.

This allows for a much larger surface area for the dissolved gases to come out of solution.

Increased surface area causing this can be seen in the nucleation (frosting) at the botom of modern lager glasses
