technically they still can. however, after he has been neutered his desire or urge to spray goes way down. Typically neutering will help to stop the spraying. However, a cat that has been neutered before reaching sexual maturity (around six months old), it is very unlikely the cat will ever start spraying.

It depends on when the cat was neutered. If a cat is neutered after he reaches sexual maturity (usually around 6 months), and has previously sprayed, there is a chance he still may do this, but for territorial reasons rather than trying to attract a mate. Once neutered, it can take up to 8 weeks for any residue hormones to calm down.
If a cat is neutered before he reaches sexual maturity, it is very unlikely he will spray, as the urge was never there to begin with.
