to keep warm by trapping air against their bodies

ANSWER:Birds fluff out there feathers too keep warm. When they do that, it creates a blanket that traps their body heat which then accumulates under their feathers to keep warm. It is the same as us putting on a jacket which does the same thing, or the greenhouse gasses around our atmosphere.

Probably: 1) It is mad. If you put your hand too close to him he will stand tall and possibly puff up to look bigger than he is and intimidate you to stay out of his territory. This is often accompanied by a mean sounding short and shrill chirp and biting you. -or- 2) It is too cold. Turn your thermostat to 72F and see if he looks better. Also do not leave the bird anywhere with a cold air draft such as not by the window. Cover 3 sides of his cage to keep him warm too. -or- 3) It is sleeping. Cover his cage on 3 sides and then jump around and sing to wake him up and see if he looks better. -or- 3) It is sick. Take the bird to an avian vet right away. If your bird is acting sick with noticeable symptoms, that means it is dying. They don't show symptoms until it is deadly. If it is warm enough make sure you try taking his cage outside for fresh air. If you burn candles, especially glade oil candles, it will make them sick that way and they die if they don't get fresh air.

if he/she is doig nothing but sitting there with fluffed up feathers, then it could mean it is poorly. that is what most birds do when they are ill, o i would seriously consider taking it to a vet.

It depends on the situation, but usually a budgie will fluff up when it is sleeping, as a way to keep warm. It can also be a sign of illness when observed in combination with a loss of appetite and/or unusual lethargy or inactivity. Sometimes budgies will fluff up and shake themselves and then go back to normal. This is sort of like the bird saying "Ok I'm done with that, time to do something else."

A parakeet "fluffs up" for a number of reasons. They could be cold, preening, stretching or sick. If it stays fluffed up for a prolonged period the bird could be sick and need to see a vet.
