As you use the tank, the pressure inside goes down. As the pressure drops, the temperature also drops because of something called the Ideal Gas Law (see the "Ideal Gas Law" Related Questions linked the left of this answer). Ice forms on the tank because water moisture in the atmosphere is condensed on the cold tank and then frozen.
Liquid Propane evaporates at a temperature of -44 degrees Fahrenheit or -42.22 Celsius. When 100% liquid propane is in a sealed canister at room temperature "20 Celsius or 68 Fahrenheit" the pressure inside the can would be nearing 110 psi. Lets amuse the canister is in a room temperature environment so pressure is created by the liquid propane attempting to evaporate but unable to do so. Once the liquid is release from canister in its liquid state / very cold temperature it instantly evaporates to a gas form but the temperature is still extremely cold.
So in conclusion the gas bottles freeze because of the -44 f / -42.22 C temperature of the liquid propane that is exiting the canister.

it is fine to use propane all winter; propane freezes at -187 C (thats 187 degrees below zero, Celcius) which is far lower that any temperature ever recorded in nature
Propane is one of the components of natural gas, and is obtained by separating it out. Propane can be liquefied easily and hence transported by road to remote places, but if piped natural gas is available this is a better bet for domestic use.
I think propane is used for cooking in barbeques but some stoves use propane too.
The answer is that is may create a problem when you want to use it with natural gas. Best is just to scrap it.
