Acetone has a lower boiling pt. than water because it has a higher vapor pressure. Liquids boil at the temperature where their vapor pressure is equal to the atmoshperic pressure. The temperature that acetone must get to, such that its v.p. is equal to the pressure of the atmosphere, is lower than what is required for water. Therefore, acetone has a lower B.P.

Simply because Acetone has a very very fast evaporation rate at ANY temperature. Plus it also is a great Dispersant as it break down oils. Same with the oils on your skin hence adding ti the cooling it does. I am aware of this as I worked for a resin factory who put the barrels of Acetone outdoors at 10-20 below 0 degrees F. It was used to clean our hands which were VERY cold once we got back indoors. We noticed at ANY temperature acetone's cooling traits.
