After the tears have done their job, they flow into holes in your eye lids to the back of your nose and are removed with your snot when you blow your nose. But when you cry it's an emotional response and you can make so many tears that they overflow and run down your cheeks. That also makes so many tears go to the back of your nose that your nose gets runny. It's really a bunch of tears coming out, not just some liquid snot.
