Because they don't. With the self-imposed hectic schedules to many parents keep, they don't read enough to their children. Those children then enter the educational systems without the fundamental building blocks necessary to develop reading skills. Combine that with the fact that so much of our information today is transmitted via phone, TV, radio and computer and a student doesn't take the time (or is not guided by a teacher to take the time) to practice writing skills, which are best honed by constant reading.
