Seattle lies directly west of a the Cascade mountain range. When clouds come in from the ocean or from the Olympic peninsula to the west, they need to "lose some weight" to make it over the Cascades. All that weight comes down in Seattle as rain, but its less a constant downpour than a light drizzle.
