When light hits a different surface it will slow down or speed up causing it to change direction. when light travel into water the change of speed can cause it to change direction like riding a bike from the road onto the sand it slows down and you change deception.

Imagine it as when an object passes through a liquid and then through to a solid. Because the particles are so widely spread in a liquid the solid can easily move through them. But when the object tries to move through a solid, it will be basically impossible because the particles are so tightly packed and they cannot budge.

This bending is known to be the phenomenon of refraction. It is due to the change in speed of the light wave as it traverses from one medium into another medium. The speed of light in air is more than that in the water medium. So obliquely incident ray of light would bend towards the normal when it passes from air into water. Same way as it traverses from water medium into air it bends away from the normal.

The bending of light is called refraction. Light bends when it moves from one medium to another because the speed of the light changes. If it goes from a more dense medium (water) to a less dense medium (air) then it speeds up. Imagine a car crossing, at an angle, from sand onto a smooth bitumen surface. As the first tyre, say the left front one,moves onto the smooth surface it speeds up before the right front tyre gets onto the smooth road.
