Micheal hates Toby because Toby is from HR so his job is to in force the company rules and Micheal is a rule breaker. Plus Toby is really from corporate so Micheal can't tell him what to do because he really isn't Tonys boss. I love the office but I am sad that Micheal is leaving. Will Farrell will do a good job though I think.
