My fish had the same problem too. My fish was alive and breathing but it just stayed at the top. First, take a frozen pea and thaw it out. Take off the shell and MASH up the inside. Finally, take a blunt toothpick and feed a little of the mashed peas to your fish. Do this twice a day and keep your fish away from others until it is better.
Betta are air breathers and feed on floating food in the wild, so they often hang around the top of a tank. They even sleep at the surface. If it stays at the top and doesn't move much even when disturbed, it may be sick or bored. If it has trouble diving as though it has swallowed a balloon, you're feeding it too much.
Your fish could be looking for food. Try feeding him. If that doesn't change anything and it's under ideal conditions then that may just be what your fish likes. Could just be a weird fish, you know?

Most fish get along well. However, do NOT mix betta fish with other fish. Not even another betta. You have to have a permit to have to betta fish in the same tank with eachother. Betta fish are only mixed to mate. Bettas are not born in the egg. They come out as a very small fish. After the betta babies have come out, all of the fish are seperated. Even the parents, if the betta babies are left in the tank with the others the betta parents are very likely to eat the others.
