My fish had the same problem too. My fish was alive and breathing but it just stayed at the top. First, take a frozen pea and thaw it out. Take off the shell and MASH up the inside. Finally, take a blunt toothpick and feed a little of the mashed peas to your fish. Do this twice a day and keep your fish away from others until it is better.

Betta are air breathers and feed on floating food in the wild, so they often hang around the top of a tank. They even sleep at the surface. If it stays at the top and doesn't move much even when disturbed, it may be sick or bored. If it has trouble diving as though it has swallowed a balloon, you're feeding it too much.

Your fish could be looking for food. Try feeding him. If that doesn't change anything and it's under ideal conditions then that may just be what your fish likes. Could just be a weird fish, you know?

If you're referring to a sulking, still, sometimes lop-sided pouting at the top of a tank, your fish may have an illness.Velvet, SBD, bacterial infection, or even depression are often culprits. Refer to the link provided at bottom for diagnosis and treatment suggestions.

If your fish does not appear ill, and you're referring to their behavior as opposed to a bottom-feeder such as an algae eater, Betta fish are air breathers just like we are. They often ascend to the surface to take a "gulp" of air.
