A parrot will screech all the time if some need is not being met or something is wrong somewhere in the husbandry, care, etc., of the bird. You need to figure out what the problem/need is in order to alleviate the problem. Could also be due to illness, improper diet, etc.

It is how they communicate, every bird has its own unique way of signaling other members of the flock and the peacock happens to be loud and boisterous. If you listen to a number of these birds in the same flock you will notice the tone, pitch and length of the screeches are varied and applied at different times. The loudest and longest are usually the males who are often inviting peahens to join the group.

Well, a cockatiel will screech when disturbed or frightened, so i suggest find out what he doesn't like and get rid of it. You can give him/her food and [if hand trained] pet him gently on his feet. I don't like petting them on backs, bellys or heads, because the back and belly/chest are the most important to the bird, and will try to bite. The bird feels unsafe when you touch his head.
