Why does the Watershed need to be enforced?

Watershed, it is our drinking supply.

In other words, we ultimately drink from the same supply that handles sewage and industrial effluent, and every other kind of toxin that gets washed off our city streets as well as the pesticides drained out of farmers' fields across the world.
