By giving the baby a "smack" it would shock the newborn into crying thus clearing the mucus out the lungs. Today, doctors will use a device with a suction to help clear the throat and lungs instead of slapping.

I suspect you are not a young person. Some years ago delivery staff would slap a baby's bottom (sometimes while holing the baby at the feet - upside down!) to encourage the baby to breathe. Today we use somewhat more humane methods: such as stroking and rubbing with a warm blanket. ANSWER ADD ON First of all, no doctor, would purposely hit a child. What they mean by this, is that they will rub, or cause some sort of stimulus or reaction to occur. If this doesn't occur, then they will start to do something a little bit different in order to insure that the breathing will start again.
