Well, would you want it NOT to repair itself? I mean, if your liver did not repair itself then it would eventually break down, like a car. If you asked why a liver DOES NOT repair itself, 1, you need to check what you wrote, and 2, I isn't built that way.
The liver is the only internal human organ capable of natural regeneration of lost tissue; as little as 25% of a liver can regenerate into a whole liver.
Saying it's an organ, and has cells... I'm guessing the cells divide, multiply and do whatever they do. Thus, they create a new liver after the many parts of it die. It's an on going cycle.

I would venture to say that lungs do not regenerate. They may heal which technically is not the same process. The liver is the only organ that can regenerate.

I don't know what you mean by "regenerate," because human organs do not regenerate themselves. If your liver is functioning normally, the time it will take to let it recover is directly proportional to the stress it's been subjected to by metabolizing alcohol, which depends on your body size, how much and how often you drink. If you have scarring of the liver (cirrhosis), though, this is irreversible and you would be wise to stop drinking altogether because cirrhosis leads to complete liver failure. A good rule of thumb is: If you suspect that you are damaging your liver, you might want to cut back.
Only if the damage is continuous and ongoing. If it isn't, then no, the liver is one of the few amazing parts of our bodies that can regenerate. It can heal if given the proper amount of time to do so.
