Why does the power steering in your car work for a few seconds when you turn on the car but stops then and the fluid level isn't low?

I have a 1997 mazda protege with a similiar problem. The last owner thought the power steering pump was out because he had no steering. however the belt to the altenator was broken. I replaced this and the power steering pump began to work. However, it is intermittent and will stop working at the most inopertune times. I can only assume that there is a sensor on the pump that is going bad. Good place to start. Hope this helps.
