Because Nuevo Vallarta's sand has a considerable amount of pyrite (iron disulfide) which sometimes is called as Fool's Gold because it glitters just like real gold.

How could you determine if a mineral is pyrite or?

If you mean pyrite or gold- gold is soft- pyrite is brittle. Gold melts easily- pyrite does not. Acid dissolves pyrite, but not gold. Finally- you may have heard "All that glitters is not gold". It SHOULD be "NOTHING that glitters is gold." Natural gold may be shiny, but does not glitter- like pyrites will.

What does Everything that is glitter is not gold mean?

It means that even though something may appear valuable it may not be. For example, you may meet someone who acts like a great person and you want to be their friend. They appear to be a good friend (they glitter) but it turns out they stab you in the back and you realize they are not a good person (they are not gold) It can be used in many situations like buying a used car that turns out to be a lemon. Hope that helped
