Sea otters rest like this because they do not have any fur on their paws. Keeping them out of the water stops them getting cold. You may also see them holding hands with other sea otters, or keeping their paws together as if they are praying, for the same reason.

A sea otter rests with all its paws out of the water to protect them from the cold ocean. The sea otter's paws are the only parts of its body that are not wholly covered in insulating and waterproofing fur. If it were to keep its paws in the water, the sea otter's body heat would drain into the ocean.
