It doesn't. Many of the tools that NASA uses are extraordinarily expensive, but that's partly due to the fact that the tool must be specially designed for an unusual purpose. Because they are "one of a kind" or "only a few of a kind", the manufacture of these tools can be quite pricey.

However, there was a substantial attitude of "We're NASA, we can spend money any way we want!" that served to undermine the public's support for the space program.
