Your dodge stratus went in to low gear and RPM gauge stopped and automatic gear shift stuck in low gear not shifting?

I would definitely check to see if your speed sensors are working correctly. If you own a 99 like I do, you should have 2, an input and an output. If one or both of those speed sensors stop working then the RPM gague stops working and the car will not shift.
