Must be a Ford. Some manufactures installed 2 plugs per cylinder. The theory is more complete combustion, thus more power and better MPG.

It was used by Nissan in their pickups around 1988 to increase torque, combustion, and limit emissons. In these engines the driver was able to run incredibly low rpms as well.

my friend's audi A4 1.8tt also has 2 spark plugs per cylinder. the theory is that it will improve the flame front and allow for a more complete combustion, basicly more power and better gas milage. i have seen it most commonly in rotary engines and small 4 cylinder engines.
